ROOT CAUSE ANALYSIS
Cause:

A certificate has expired. While it appeared that the certificate had been renewed, the renewed certificate was never emailed to the application administrator.

Resolution:

The renewed certificate was loaded into the IIS component and resolved the problem.

Prevention:

Issue was primarily caused by changes to the certificate process that were not well documented, specifically for application administrators. Teams will be looking to see if any guides exist to better enable application administrators to manage certs.
