Introducing George Mason’s New Chief Technology Officer: Raj Murthy

Raj Murthy has spent his career at the intersection of technology, higher education, and strategy. Drawn to science and systems from an early age, he has long been fascinated by how things work, how they connect, and how thoughtful design can improve lives.

Academically,Murthy’s background spans technology, business, and human performance, which taught him to think in systems rather than silos. Over the course of his career, he has led across infrastructure, applications, architecture, and enterprise transformation. Through public service, including time as a mayor of a small town in Pennsylvania, he’s gained a deeper appreciation for how digital systems influence trust, access, and community outcomes.

When describing his career, Murthy does not see a series of disconnected roles. Instead, he describes a single, consistent mission: using technology to reduce friction, expand opportunity, and create clarity, capability, and meaningful human impact at scale.What’s kept him in higher education is a deeply held belief that education changes human destiny.

“Education expands possibilities, reduces suffering, and gives people the tools to shape better futures for themselves and for others,” Murthy said. “Technology allows me to contribute to that mission in a very practical way: by building the platforms, processes, and digital environments that support learning, research, and institutional excellence.”

What stands out to him is the combination of intellectual diversity, regional energy, and institutional aspiration. “George Mason has the opportunity to lead not only as a great university, but as a model for how technology, data, and responsible artificial intelligence can strengthen teaching, research, operations, and the student experience,” said Murthy.

For George Mason’s new CTO, the university is not just a place to operate systems, but rather, it is a place to help design a modern digital ecosystem that advances institutional vision in tangible ways.

Murthy’s Approach to Leadership  

One of the ideas that has influenced Murthy’s leadership comes from Roger Martin, who defines strategy as “a set of integrated choices about where to play and how to win.” That framing resonates because it turns strategy from vague aspiration into disciplined decision-making. It emphasizes that leadership requires not only saying yes to good ideas but also having the clarity and courage to say no to the wrong ones.

Murthy’s leadership philosophy can be summarized as Digital First, Touch Once, with a strong product mindset and deep respect for governance, accountability, clarity, and design. His leadership style is clear, calm, empowering, and mission-driven. He believes people do their best work when they understand the purpose, priorities, and standards of excellence expected of them.  

A core part of his role, as he sees it, is providing that clarity, removing unnecessary friction, and creating the conditions for talented teams to do meaningful work.

Murthy also leads with a product mindset. He cares deeply about the user experience, adoption of services, and whether solutions genuinely solve the right problems. He does not believe in technology for its own sake, but in technology that earns engagement because it is useful, elegant, and aligned to the mission.

When asked to name a great leader he admires, Murthy points to Nelson Mandela. What stands out to him is not only Mandela’s strength, but his restraint, grace, and sense of purpose. “He showed that real leadership is not driven by ego or grievance; it is driven by conviction, discipline, and the ability to hold a larger vision even in difficult circumstances.”
