ROOT CAUSE ANALYSIS
Cause: 

A caching service, known sometimes to create such an issue, in the server OS. Vendor is deprecating this service.

Resolution: 

Restarted the server.

Prevention: 

Already put in – restart service at issue on a schedule per day
Newly put in – set up a monitor for the response time
