ROOT CAUSE ANALYSIS
Cause: 

Open Shortest Path First (OSPF) routing protocol adjacency was not forming due to an incorrect MTU configuration on the link.

Resolution: 

MTU was adjusted to match on both sides of the link.

Prevention: 

Ensure that line has the same configuration in routers on both ends of links.
